Engañan a sus víctimas y, en el peor de los casos, los fuerzan a convertirse en sus esclavos.

Sus victimarios les obligan a prostituirse y en otros casos al trabajo forzado en condiciones

denigrantes. Se trata del contrabando de personas.

En Kentucky se reportan 35 casos de tráfico de personas. Más de 80 personas han recibido asistencia médica y psicológica a consecuencia de esta práctica ilícita. Sin embargo el temor de hombres y mujeres a ser reprimidas por sus victimarios hace que no se conozcan más denuncias.

Las autoridades tienen sospechas que Shelbyville sea uno de los lugares en donde más se

trafiquen personas. En Louisville se presume que se practique en Preston Highway. Hasta el

momento sólo un caso ha sido llevado a la corte, sin embargo uno de los fiscales debió desistir

del caso ya que la víctima no quiso seguir en el proceso.

Tráfico de mano de obra es el más elevado.

El programa Rescate y Restauración de Victimas de Tráfico Humano en Kentucky, un programa de Caritas (Catholic Charities), reporta que de los 35 casos, un 54 por ciento pertenecen al tráfico de mano de obra; 34 por ciento son casos con fines sexuales; y 12 por ciento evidencian características de actividades sexo-comerciales y de tráfico de mano de obra.

De estos casos conocidos, más de la mitad eran mujeres, el resto hombres y niños. La mayoría

son extranjeros, una cuarta parte son ciudadanos estadounidenses. De los extranjeros registrados se identificó personas originarias de 12 países.

A pesar que existe la línea nacional 1-888-373-7888 para denunciar la práctica del tráfico de personas, estos casos fueron alertados por centros de crisis por violación, refugios de violencia

domestica, abogados, así como algunos hospitales, en sus salas de emergencias principalmente

y no por las personas afectadas por temor a ser deportadas o maltratadas físicamente.

Tráfico humano: un tema que alarma

La abogada Gretchen Hunt de la Division of Violence Prevention Resources (División de Recursos para la Prevención de Violencia) afirma que no existen estadísticas específicas que muestren el número real de la situación. Hunt considera que el tráfico de personas está muy

ligado al asunto de inmigración en muchas ocasiones.

Por su parte Marissa Castellanos, de Caritas (Catholic Charities) externa que los lugares más

propicios para traficar humanos en Kentucky son algunos restaurantes, salones de uñas y de masajes, granjas y centros nocturnos.

La situación se complica aún más cuando, en países con economías débiles, la gente tiene que escapar para sobrevivir. Estas personas vulnerables son aprovechadas por traficantes de personas con falsas promesas. Según el Departamento de Salud y Servicios Humanos de Estados Unidos se reporta que cada año alrededor de 14,500 a 17,500 ingresan como víctimas de esta práctica al país.

La situación se les complica más para las víctimas porque no saben hablar inglés, por lo que no

pueden acudir a las autoridades a denunciar que son objeto de explotación ya sea laboral o sexual.

Se tiene información que en Shelbyville algunas mujeres deben “pagar” a los coyotes (traficantes) que les trajeron a Estados Unidos por lo que son obligadas a practicar la prostitución por un año aproximadamente.

De acuerdo a la Ley, una persona que se le encuentre responsable en traficar personas podría purgar de cinco a 20 años de cárcel y si la víctima fue objeto de daños físicos y si son menores

de edad, los cargos podrían aumentar.

Cuatro organizaciones trabajan con el programa “Rescate y Restauración”, entre las que se incluye The Bluegrass Rape Crisis Center de Lexington; The Women´s Crisis Center de Convington; Adanta Regional Victims Services Program de Somerset y Western KY Refugee Mutual Assistance Agency de Bowling Green. Actualmente en Louisville, Catholic Charities es una de las agencias principales que aborda el tema de tráfico humano.

They deceive their victims and in the worst cases, force them to become their slaves. Thier victims are forced into prostitution and in other cases, forced labor under denigrating conditions. This is smuggling.

Kentucky reported 35 cases of trafficking. Over 80 people have received medical and psychological assistance as a result of this unlawful practice. However the fear of men and women of being restrained by their captors apparently causes fewer complaints.

The authorities suspect that Shelbyville is one of the places where more people are being trafficked. In Louisville it is presumed that it is practiced at Preston Highway. So far only one case has been brought to court, however one of the prosecutors had to withdraw the case because the victim refused to continue the process.

Trafficking of labor is the highest.

The program Rescue and Restore Victims of Human Trafficking in Kentucky, a program of Caritas (Catholic Charities) reports that of the 35 cases, 54 percent belong to labor trafficking, 34 percent are cases for sexual purposes; and 12 percent show characteristics of sex-trade activities and labor trafficking.

Of these known cases, more than half were women, the rest men and boys. Most are foreigners, a quarter were U.S. citizens. Of the registered foreigners, they are identified persons from 12 countries.

Although there is a national line (1-888-373-7888) to denounce the practice of human trafficking, these cases were alerted by rape crisis centers, shelters from domestic violence, lawyers, and some hospitals - in thier emergency rooms mainly, and not by the people affected for fear of deportation or physical battery.

Human Trafficking: a theme that alarms

Gretchen Hunt, Counsel of the Division of Violence Prevention Resources (Division of Resources for Violence Prevention) says there are no specific statistics that show the actual number of the situation. Hunt believes that human trafficking is very linked to the immigration issue on many occasions.

For her part Marissa Castellanos, of Caritas (Catholic Charities) believes that the external places most conducive to human trafficking in Kentucky are several restaurants, nail salons, massage establishments and nightclubs.

The situation is further complicated when, in countries with weak economies, people have to escape to survive. These vulnerable people are exploited by traffickers with false promises. The U.S. Department of Health and Human Services reports that every year about 14.500 to 17.500 enter into this country as victims of this practice.

The situation is further complicated for them because the victims can not speak English, so they cannot go to the authorities to report that they are objects of either labor or sexual exploitation.

There are reports that some women in Shelbyville must "pay" coyotes (smugglers) who brought them to the United States so they are forced into prostitution for about a year.

According to the Law, a person who is found responsible in trafficing persons should spend from 5 to 20 years in prison, And if the victim was subjected to physical harm and if they are under age, the charges could increase.
